Why do laws that allow seizing and termination of certain dog breeds they say are dangerous exists?

 
Why would anyone want to take away these poor babies from their homes, leaving their families heartbroken? It’s just sad how this is happening, time and time again, just like the story of Hanks.
 

A family was devastated when they came home to a note with a missing pet.

 
Hank, is a big and laidback dog who thinks he’s a puppy. He loves sleeping most of the time and love to play with bubbles and a tug of war.
His owner, Leonard Collins was out working one day, when his father came to walk Hans, only to find that the dog is nowhere to be found. What he found was a note. A note stated the officials have taken him away because resembles that of a Pitbull Terrier. The said breed is banned in Northern Ireland under the Dogs Order 1983, the place of residence of Hanks and his family.
 
To Hank’s family, he is just a big baby who loves to slack all day, runs away from cats and more than anything, a real family member. He is a cross breed between a Labrador and a Staffordshire Bull Terrier. They even have an animal behaviorist working with them who can say Hanks is an overly affectionate dog even for strangers. But for the four animal control officers and the eight police officers who came to get the dog, he is a pit bull.
